Yes.... they are.
XP, Vista and Win2000 ...
all of them are actually different versions of WinNT
And.... WinNT itself is in actuality.... OS/2 v3.0

None of the NT branches have an actual "DOS under the hood"
Win2000 and WinXP have CMD.EXE (and support files),
which is a 'DOS emulator'.
Win 3.x, Win9x and WinME all have Ms-DOS 'under the hood'.
When win9x and WinME are 1st booting up with the message
"starting windows" (or words to that effect), that is not the truth.
What is actually starting up at that moment is MS-DOS v7.x
After MS-DOS has booted... _then_ the Windows GUI starts-up.
All versions Win9x can be very easily reconfigured to keep them from
automatically starting the Windows GUI by simply editing MSDOS.SYS
so that this line says '0' instead of '1'
BootGUI=0
In all versions of Win9x... MSDOS.SYS is no longer a binary 'system file'
it is now simply a text file containing boot-time options.
As Destiny stated... WinME has its 'DOS under the hood' hidden.
This makes it much more difficult for the average individual to
alter the configuration to keep the Window GUI from starting-up
automatically.
In addition...
WinME no longer has the option to 'Shutdown & restart in MSDOS mode'
as was available in all versions of Win9x
However.... for those whom are tenacious. ;-)
