Arachne has them in separate files. This is why Links is so big. Talking about the other pocket-size browser, Dillo, it has an interesting feature. AFAIK it caches everything somwhere in RAM, thus, it doesn't need a hard disk in order to run. This makes it appropriate for embedded devices.
