Are you perhaps connected via a router rather than directly to a modem ?

If so... try these settings.....

--- in arachne.cfg ---

[tcp/ip]
IP_Address 192.168.1.100 <-- IP assigned to this machine by router
NameServer 192.168.0.1   <-- IP of DSL modem
Gateway 192.168.1.1      <-- IP of router
Netmask 255.255.255.0    <-- or perhaps 255.0.0.0 or 0.0.0.0
TCPconfig PPPRTR.CFG     <-- or a custom CFG that you have made

--- in ppprtr.cfg ---

my_ip = 192.168.1.100   <-- IP assigned to this machine by router
gateway = 192.168.1.1   <-- IP of router
netmask = 255.255.255.0 <-- or perhaps 255.0.0.0 or 0.0.0.0

# (if my_ip is anything other than 'bootp' or 'dhcp' then a netmask
# line is _required_ here in the wattcp CFG file even if you use all
# zeros.... without the netmask line, wattcp won't be able to contact
