Consider how easy it is to add new emails to the various folders
with Insight or create new folders as you wish.

Why couldn't the Arachne hotlist work the same way?

When you want to save a link (or email address or file location) you
could be presented with a screen that offers you the option of saving
to various hotlists or of creating a new one. Thus, you would not
have to use a multi-view editor or other manual means to create the
various hotlists.

This would be a great thing for the ordainary user without advanced
editing and HTML skills. (like myself)
