It does seem you are low on conventional memory, 81(+) is lowish.

In DOS you will need to either manually tweak autoexec.bat and
config.sys (others are more expert than I and can better advise on
this) or let a memory manager do this for you e.g. QEMM (not free) or
IIRC Memmaker? which comes with some versions of DOS.

A quick option in your case would be to try running your existing
Arachne under W98. Just create a Desktop Ikon for Arachne (e.g. use
explorer (i.e. Start-Explore *not* Internet Explorer) to drag and drop
arachne.bat onto the Desktop)

It doesn't matter that arachne is on a different disk. Double click
the ikon and you should find that the default W98 settings should give
you better than
120(+) conventional memory in Arachne.

I currently use Arachne under W95. As you might expect you cannot use
the hardware modem for W98 apps and DOS-window-Arachne at the same
time! Nor can you run the same copy of Arachne twice. Also you might
have problems trying to use a DOS RAM-disk tool in W98.
