You mean like Window$ always used to be just an application running on
top of DOS?
That's the way Window$ always used to be back in the days before
Micro$oft degraded their OS and made it much worse than it already was.
Nowadays with the newer versions of Window$ you can't even keep the
Window$ shut to prevent the bugs from flying in.
