If you are working with the Win98 GUI, then you can use Paragon's NTFS driver.
It is free for
download (registration required before download) here:

It now also seems to be around on plenty of shareware and warez sites, but
watch out for
version number.
I'm now waiting for them to release a Win98 ext2 or ext3 driver to be able to
access Linux
partitions! They have promised it "when they have time". So a few more requests
might help
them to think it worthwhile:
