Mostly, no !
Nemedia will find those .swf links, but at the moment I know of
nothing in DOS that can do anything with them. .swf files also contain
increasing amounts of Flash "script" - thanks to Adobe. The open source
Gnash is attempting to keep up with that, with some limited success, but
as far as I know no DOS port has been attempted.
OTOH: If the .swf link is human readable and points to an .flv video,
then MPlayer may be able to get at it.
