  Those other browsers you mentioned (Netscape, Opera) all require Windows.
Only if you live in a Microsoft world. Firefox and Opera run fine without Windows® or windows. (You can run them directly in X without any window at all.)
The best way to see what Arachne can do is to install her - remember, Arachne runs in plain DOS, and does not run in either Windows or a Windows DOS-box ! 

  It will run as a local file browser in a DOSBox, however.  ;-)
