There was once a project that was working on exactly that, porting
Mozilla to DOS. After initial success, the developers apparently
vanished without a trace.

The project was called "DOSzilla", and even though the web site is
long gone now, the Internet Archive has preserved it:

Porting Mozilla/Firefox to DOS would be hard indeed since it is even
hard to compile it on Linux - I once tried it and needed a dozen
libraries that I had never heard of before - but of course it is not
impossible.

However, there is another possibility to use Firefox in DOS without
having to port it. There is a Linux kernel that runs as a normal DOS
program, called Linuxware:

I have not had the time to try it myself, yet, but in theory this
would allow one to use Firefox for Linux just like a normal DOS
application.
