There is already some documentation for DJPEG/DJPEG32: DJPEG.TXT
(no, I don't want to start a new discussion on HTML vs. TXT).
But, for unknown reason (ask Bernie?), an important thing -- the 
DJPEG syntax -- is missing there. 

I am not against having a help file. I just don't think that a
web browser's help file is the right place for lectures on DCT
(Discrete Cosine Transform) et al. DJPEG.TXT points to some websites
where (probably) an interested person can find a lot of information
on JPEGs and computer graphics in general.
