   My thanks to those who responded. It helped narrow down the cause.

   The problem seems to have been caused by the hosting ISP (cisnet.com) 
blocking some IP numbers, which happened to include those that are used by my 
ISP.  After Glenn McCorkle's efforts, the blockage has magically gone away - I 
think without explanation from cisnet.com.

   I will refrain from making any unkind comments.  

   This time !!!!
