This version of GhostScript that Glenn McCorkle has been distributing with his revised ARA-PDF allowed me to open more recent versions of PDF documents than I was able to with other tools. So, for instance, the 1998-vintage dmca.pdf that I referred to in an earlier post. Though I can't tell you what standard it conforms to or what generation of Adobe Acrobat documents it will work with. But if I get it working again, I may pin that down, since I can generate several versions of PDF documents from WordPerfect (correlating to Acrobat 4, 5 and 6, I think.)

Thankfully, I haven't had a lot of need to read PDFs of late. As many of you
know, I dual boot both MS DOS 6.22, 7.0 as well as Windows 3.11 and 95.
I use the Acrobat Reader 2.0 for win3 and for 95 I've stumbled across Foxit
Reader. The older Foxit works with Win95, but the newer beta needs 98 or
later. You are correct in your assumption that Adobe changes PDF formats,
primarily in the area of fonts and image displays. I've also got the old DOS
AcroDos reader, but it doesn't display newer PDFs either. The only real
solution is to use more recent versions of Windows or maybe Mac. Foxit
does a decent job of displaying PDFs though, and is much smaller and less
resource hungry than Adobe's Acrobat Reader.

I have not tried Glenn's ARA-PDF.APM, so I cannot comment directly on that.
However, I have had 3 older versions of PDFTOTXT that worked fine for a
while and then stopped working.  I think the problem is that Acrobat keeps
revising PDF and the PDF reading software only rarely catches up to the
continuing revisions of PDF.
