Actually, since posting my original question I may have figured it
out....somewhat at least.

I created the letter in corel draw; I knew that I could cut from corel and
could also import that image into DSPro+ as well.  
I just couldn't figure out how to get the zig zag placed correctly on the
image, then figured that part out too.

I don't have any twill here, so can't experiment though.

But now for my new question - how do you guarantee exact/correct placement
in the hoop for sewing in the correct place on the twill?

Someone had promised to share directions on how to do that a while back...
But i dont think they ever got posted.  Would love to know here as well.
Have the cutter... Have the twill... Dont know how to make the sew discs in
design shop...
