I hope I'm not a little too late on this one;
From what I know about spare tire covers, a very similar piece of
material
to do a sew out on might be a "money bag" very commonly seen used at banks
and other businesses used for deposits and the like. They're about 12" by
6" with a sturdy zipper across the long side. They are a vinyl covered
fabric as well although I think the tire cover would be a little thicker.
You can get these at Wal*Mart or an office supply store for about $1.50 a
piece. We sew on these a great deal and sell them as pencil or crayon bags
for kids in school and they sew out nice. Use a sharp needle. If not the
bag, there's always the material store.
Don't guarantee the work at all as the elements, including road grime,
exhaust, and who knows what else will wreak havoc over time. I think I'm
going to do a little test myself now to see exactly how well a stitch would
hold up in the great outdoors.

We have a customer who has requested that a jacket back design that he has
been using for several years, be embroidered onto a tire cover that will
cover a tire mounted to the back of his vehicle. The cover is described as
fabric covered vinyl and would be exposed to anything that a vehicle is
exposed to. Several questions: we use polyester thread - how well will it
handle the elements/how long will it look accceptable? Also the fabric
covered vinyl, how well will it sew out? We cannot think of anything similar
to do a test sew on and the covers are about $25 ea. Anyone else had a
request like this? Any help would be appreciated.
