Laird,

You should be able to buy upholstery vinyl at any fabric store.  If it is a 
custom tire cover, you may be able to work with the upholsterer to get a piece 
of test fabric and also get the pieces before they are sewn together.

The ETA Master Embroidery Manual suggests using 75/11, 80/12 or larger sharp 
Teflon coated needle.  Don't squeeze it in the hoop, this could result in 
cutting or bruising the vinyl.  It is also suggests using a lubricant sprayed 
on to a piece of tear away backing placed under the hooped goods.  If you get 
looping, move to a larger needle, and reduce stitch density.  Reduce stitch 
densities in large or heavy fill areas to avoid a bow or cup in the finished 
product.
