The answer is to resize the image while using your ruler tool to make it the exact size of your lettering, then you can go ahead and do your digitizing and that should work. Another really slick option is to scan it in as a .jpg and then import it into Corel Draw and use the trace program to create a vector image of the lettering. Once againg you will want to actually measure it to be sure that it is the exact size of your actual letters before you trace it. Once you have this vector image it is a single click in Design shop using the change element type tool to create an applique from the image.
