Not quite accurate... If the license is for a trademark, then it is the
entire product that is protected. Because trademarks help identify the maker
of the item and its quality, trademark owners are required to show how they
monitor and maintain the quality standards of the products that display the
trademark. If they don't, they run the risk of not having the trademark
renewed. 

So, while it may be ok to embroider on the jersey, it is quite likely that
it actually is the jersey and not just the design that is licensed.

You can do anything you want to it...as long as you
don't duplicate it onto another item!
Once the customer buys a licensed product (and it is the
logo or design that is licensed, not the shirt) then
it is their's to wear, hang as a flag, use as a rag...
