I had an issue with hats a while back, I found and don't laugh - I used 2 
pieces of felt as a backing. 
Yes and be sure the hat is well set in the frame. 
I just finished a short run of hats that were structured and used no backing.
speed -650, cat. feed 45, fun//fill 103 and the material thicknes 8.
I have found slowing the machine down can help.
