Dear Ronald & Shirley Lowe,
You must be sure you have the "Pro Plus" level of Design Shop.  This is one of 
those features exclusive to DS Pro +.
If you do have this level, then the button for it is in your toolbars up above 
on the right hand side of the button that has a heart on it for "Appliques".
