The Port Auth ones have a prot pocket so you are sewing on just the wool so you 
need backing.  ALot of the letter jackets you sew through the wool and the 
thick lining and you don't always need backing but the one time you don't use 
it is the time something doesn't line up right or a mistake happens and its 
harder to take out.  I very rarely use less than a double 3 oz peice of backing 
on my jacket backs.

As far as hooping hoop it fairly loose and then tighten after hooped and make 
sure you pull out any wrinkles.  hoop the backing is my recommendation.  YOu 
may be able to just slide it under but I prefer to hoop backing in whenever 
possible.
