It could be a combination of density and backing on thin fabric. I always
believe the thinner the fabric, the thicker the stabilizer has to be to
compensate. You didn't mention what weight of stabilizer you're using, or how
dense the design is. For a thin shirt I'd probably go with at least two layers
of 2 oz cutaway. When I work with a new fabric type, I do a bunch of different
stabilizer combos on it, mark them with a Sharpie or keep a chart for
reference, and wash 'em. To quote Monk, "It's amazing."
