Joe, yes the teeth of the top strap must meet the teeth on the bottom of the 
hoop.  this is what holds the cap like a clamp. Make sure you use enough 
backing that goes almost all the way around the cap. I use the 4inch roll of 
tearaway from melco. I measure a strip of about 14 inches for each cap. This 
keeps the cap from traveling while sewing.
