In the for what it's worth category: For some 20 years I directed one of NOAA's (the federal agency that runs your weather bureau, etc.) research divisions in Miami. Many of my colleagues were in the Hurricane Research Division and we did a lot of work cooperatively with the National Hurricane Center, then in Coral Gables. It was WELL KNOWN that the scenario for any major hurricane "hitting" New Orleans was that Lake Ponchatrain would be filled by the storm surge and then empty back out flooding NO. EVERYONE knew. To my knowledge nothing was done about that, and I even wonder if anything could have been done.
My perception is that Miami is next. Although Andrew devastated Miami it actually hit the South of Dade County. Miami itself, and especially downtown Miami, was spared. BUT, it is not a question of "if" it's a question of "when". another major storm hits Miami. Dade County officials already know that they will not be able to adequately evacuate the area given normal warning times.
Some of you may be aware that the National Hurricane Center is very wary of giving warnings very early due to the inaccuracies of predictions and the great costs in emotional and economic impact such warnings cause.
