Hi, Garrett,
I'm not really sure what your question is.
However, with Windows 7, when I move between applications or programs, the
speech simply says "task switching."
For example, if I have two programs open, I can use the alt+tab to move
between the desktop and the two programs. When the focus switches from one
program to the next, I hear "task switching".
In Windows XP, when I moved between programs using alt+tab, I did not hear
any message.
I think you are just encountering a feature of Windows 7 alerting you to the
fact that you are changing tasks.
