Hello,
I'm an artist/ teacher living in Chicago- and a fellow
SAIC grad!  I am legally blind and have taught art
classes to high school and middle school kids who are
blind.  To my knowledge there are no certification
programs for teaching art to visually impaired kids-
that is, just blind kids or just art.  You could get
certification in special education or as a teacher of
blind students, but if you are only interested in
teaching art and not other subjects the best thing to
do would be to do your own independent research-
volunteer to teach some art classes so as to get a
sense of what the students are looking for in the way
of art instruction.  You might also want to look up
organizations like the National Federation of the
Blind which promotes a positive and empowering
philosophy of blindness.  I know of a few art teachers
who work with blind children and adults here in the
states.  You might want to contact Ann Cunningham at
the Colorado Center for the Blind.  She teaches
classes in sculpture and stone carving and is very
knowledgable.
