Patricia, I've just tried GIMP, and it doesn't seem to work well either with NVDA or Jaws.

some more software that might interest you for making tactile graphics:

TactileView - this is from Jaap Breider of the Alva Braille displays,
and does both Braille graphics and swell-paper-ready graphics. It's at
www.tactileview.com.

Then there's The GIMP, a Free Software image manipulation program, at
www.gimp.org. I don't know how speech-friendly it is, but it certainly
works with magnification.
