I am not a member of Tactus jury - I'm just one of the new members (and
old enthusiasts) of the group. Each year a different team is invited to
join the jury to avoid the same type of books beieng selected for a prize
over and over again. There is always a totally blind person on the jury as
well as sighted people with extensive experience in tactile graphics.
Tactus started with six member countries - France, Italy, Germany,
Belgium, Finland and UK. The group is now expanding and some of the new
members of the EU have been invited (no criteria other than keen interest
and involvement with tactile graphics for young learners).
Clearvision is the UK contact for Tactus:

Tactus contact in Poland - Hungry Fingers, also desining some tactile
books, but concerned primarily with ways and tools for explaining the
basics of tactile graphics, the relation between objects and drawings,
spatial and visual concepts etc.
