If you are looking for a simple drawing program to create tactile graphics I
would recommend:

line diagrams to create swelled paper graphics"

It has a great accessibility option to make the screen high contrast and the
lines can be made as thick as you like!  It might be worth a try for low
vision users?  For those who prefer a pen rather than a mouse to draw, I use
a graphics pad.  The pad can be bought with the software and is just plain
transparent glass, so you can place the drawing underneath it then trace.  I
think it is quite expensive, but now I've got my head around it, well worth
the money!

Most scanning software (that comes free with your scanner) allows you to
"draw" over images and then remove the scanned image.  Paint
(programs-accessories) can also be used, when finished just make the image
bigger than the rest.  Select all your drawn parts, copy, delete image,
paste your drawn parts back.
