Lisa,

Yes, I know about the ColorBrewer site and I highly recommend it for 
choosing the right colours for visual maps - think of the thematic maps 
(e.g. of population levels) that you can see in atlases.

However, it isn't meant for picking colours for visually impaired 
persons.

I can't stress enough how important it is to know what the visual 
limitations are/will be of those using your map.  I think it is very 
difficult to design one so that it will be useful for many with varying 
limitations.

If it is to be used by many, I would try to limit the colours to maybe 
2-3 with high contrast between and use more textures, stripes, etc.
