Hi,
A couple of years ago I presented a proposal for the free
distribution of tactile graphics via a web site (the web
site is a little limpy, but the elist which was part of it
is fairly healthy), other tactile graphic designers also
offer such a service. Reveal, now Revealweb
http://www.revealweb.org.uk/index.htm, is a database with an
overview of available alternative media in Great Britain. I
mention these because of another variation. 
I came across this database a few days ago and thought it is
a very good idea. It is the HTCTU Alternate Media eXchange
Database at the High Tech Center Training Unit
http://www.htctu.net/ . Here one can search for books,
captioned videos and tactile graphics. What makes this
database very interesting is that one can contribute to the
database via a web browser. That is contributors all over
can upload their information about their available graphics.
As I understand it one then writes to the person that has
the graphic file and it is sent. There is a great advantage
here, content can be uploaded by many. The downside of this
tale though is that they will soon be updating their system
and they will discontinue the tactile bit of the service
because it was not used much. 
HTCTU has a logo and link at the bottom of its site to
Creative Commons http://creativecommons.org/ an organization
about creative works and copyrights. A sister site to this
is Common Content where people make their works available to
others with differing types of copyrights
http://commoncontent.org/. This again the idea of sharing
works over the internet. 

So what if there was a database where content could be
loaded up by people all over the world and perhaps the files
made available from the site? This is perhaps would be the
undertaking of a large organization- any takers?
