[accesscomp] continuuing sapi 5 tts problems

A while back I aksed for help with my sapi 5 tts engines.
I tried a few of the suggestions that were offered, but I still can't
seem to install or repair sapi 5.
I'm running Xp service pack II.
Before I contact Microsoft directly and end up being charged some
outrageous fee for what might turn out to be a relatively minor
problem, I decided to check back here first.
