3.1 will only just support Windows 98.  I doubt it would work on even ME.

Speaking from Memory Billie, I'd say it will run under Windows 9x, but may
not support Windows ME propperly.  Maybe Steve Nutt will come up with an
answer, or you could try emailing him at Computer Room Services.
