However, true to form the French like to say "Non!", and so
your ISP has turned off the ability to ping them, yet it

The number should be as low as possible since is a
measurement of time.
Locally I get around 40 - 45 pinging my ISP.
Pinging a couple of American sites, the average is over 100,
but then it's travelling 7,000 miles and though quite a few
relay stations there and back.
