Ordinarily yes.  It should be either

ping www.neuf.fr 

or

ping 212.30.118.74

However, true to form the French like to say "Non!", and so
your ISP has turned off the ability to ping them, yet it
does show what the IP address is.

The number should be as low as possible since is a
measurement of time.

Locally I get around 40 - 45 pinging my ISP.

Pinging a couple of American sites, the average is over 100,
but then it's travelling 7,000 miles and though quite a few
relay stations there and back.

Ok, I've read it all and understand the basics of what it
does and what it's
for, but it doesn't answer my question about what the
average number should
be. Has anyone any ideas? is the higher the better or the
other way around?

Have found this page for starters on using Ping and Tracert.
Some of the
values, particularly for pinging a distant computer look a
bit low but the
way the commands work and what they do is well explained.
