[access-uk] talks from orange

Hi,
A while back I heard that visually impaired people could get talks with a
mobile phone as part of their contract with no additional charge. As My
contract with orange is running out, I was wondering if this is still the
case? If it is, please could you let me know the number of the person I
should contact as they will obviously deny all knowledge of such a thing. If
orange no longer offers talks as part of the contract are there any other
companies apart from vodaphone which offer talks as part of the contract?
