[access-uk] system utility.

hi guys,
I'm having some problems with the system configuration utility, for some unknown reason, the options on the Service tab are all at stop.
The check boxes are all checked, but there is also the stop sign is there as well, which means all the services are not running.
How can I change the services tab so that they are all running.
At the moment there are only 2 options. 1. hide all services, 2. disable all services.
there is no Inable all option.
Is there another way for me to turn on these services?.
