No you don't have to run it from the download, just save it, then run it
from any location. I just tried it.

I've just been using easy cleaner. It's mostly accessible. You download
and run it from:
http://personal.inet.fi/business/toniarts/ecleane.htm
Don't just save it to your computer, you've got to run it from the download.
