As far as I can recall, on the form there are a couple of buttons to choose from. One says call me immediately, and the other gives a choice of when they should call. If your daughter has not chosen one of these buttons, the verification won't happen. I don't know whether she will have to start all over again, but she should certainly go back into the form and have a look around for these buttons.
