James, and others, I must warn you, I am certainly not an expert here. I had to use phone verification when I varified my Uk account for card transactions, and I think before that even, although my memory isn't what it should be. What added to the complexity was that at the time I had anonymous call barring. I have since learned there is a switch for that service for turning it on/off. I didn't know at that time and resorted to call diversion, which I had at that time, to get around call rejection blocking the PayPal call! Complicated or what? Apart from that digression, I would add that maybe Steve Nutt of Coputer Room Services is a good guy to get on board here as he has PayPal facilities on his website. Maybe Brian Hargen will come back on this too, I hope. Sure it does help with complex things like this to have someone who happens to use the screen reader you are using. I would warn people also that there are scammers galore who will get after your details by posing as PayPal. Norton spam filter handles some of these now, and I dare say other spam blockers are onto some of them too. The golden rule: never reply to any email perporting to come from PayPal. Always check Paypal messages by logging into your PayPal account, which has a message service for its users. Hope that sort of helps. The last step entails | varifying your details by phone. Mobile numbers are not acceptable for | this.
