If a managed solution is any use to you, try Defacto, developed by
the company I work for:
http://www.defacto-cms.com/
It's accessible to use and it supports the creation of accessible
web sites. It's accessed through the browser, so easy to access wherever you
are.
It is a business solution though, rather than a personal one, which
is why I hesitate to suggest it would be what you're looking for, but it is
certainly easy to use with Jaws etc.
