not difficult to crack though. you just go in one day and buy one and in the 
next and buy 2.  If you can come up with the cash then you don't even need 
to pay with a card so I don't see how (or why) they they wouold want to 
enforce that unless they think that you may be a business customer otherwise 
and they want to make more money out of you.

Just as matter of interest, is Car Phone warehouse rule unusual!
They do not let customers  place orders for more than 2 pay & go phones.

I don't think  even RNIB has that sort of rule.
