Well if we had our own ways then this would be possible, but
unfortunately due to the visual nature of this world it's near to
impossible to maybe enforce a law stating that no one, including
organizations, are allowed to use visual verification, or they could be
fined. Realistically it just wouldn't work. Hope that helps.
