[access-uk] download speeds

Hi all
Can anyone point me in the direction of a web site, or a document that can
explained easily download speeds.
I have broadband using a BT landline, and Sky as the provider.
The download speed is described as up to 8 meg. When I'm downloading files, my
speed varies between approximately, 30 kb per second, up to the quickest of 50
kb per sec.
I guess my questions are,
If the connection is running at its optimum speed, and say I have a 1 meg
connection, what should I expect my download speed to be. a.go. 10 kb per
second, or something like that.
As I'm on a 8 meg connection, what I'm trying to find out is, am I actually
achieving my optimum download speed, which at its highest is 50 kb per sec.
Hope all that makes sense.
Either an explanation from someone, or a pointer to somewhere that I can read
about it would be great.
