you are quite correct. discussions are under way in the ITU (International Telecommunications Union) region 1 which covers Europe mainly in its expanded form.

Probably at least post 2012, there is a general move to so I understand
harmonize frequency spectrum usage throughout Europe but this sort of
thing takes ages if not a generation it seems.
