Hi all,
I apologise for this off topic reply. I was concerned about the suggestion made on this list that blind persons who had qualified for the rates reduction scheme in the past would no longer qualify. I am sure some of us , myself included, were worried about this. I have spoken to the welfare rights section at AFBP with the following result.
There has been no court decision that is relevant to blind people. The case referred to in an earlier posting on this list is in no way relevant to our case.
The law has not changed.
It is still true that some councils regard the scheme to be for people with 'physical' disabilities. They find the needs of a person needing a wheelchair or dialysis equipment etc. easier to quantify than a person needing a room to house all there v.I. gear.
To reiterate. you must have a room that is adapted largely for the disabled person's use. In our case the adoption is computer and other necessary gear. It has to be in a separate room to avoid impacting others in the household, or them impacting on us. It must not be a bedroom, i.e. it must not contain a bed.

I spent many months fighting my local council, Woking, to get this reduction and I would like to see everyone who may qualify also receiving it from there local council. Be aware that some councils are more ignorant than others.

regards
Philip Martin
