Hi Billy,

There's a company in Germany who've developed a Player called MaPlEr.
It was written especially for the blind user and costs 7 Euros if you pay via Paypal.

It has built in access to loads of radio stations.
You can convert from one audio format to another.
You can speed up the speech to listen to audio books.
All the shortcut keystrokes can be changed to your own choice.
You can start, stop and call MaPlEr from anywhere in windows by pressing the pause key.
You can also rip audio CD's.
It supports all operating systems including Win 7.

It is fully funcional but there is a nag screen every 90 seconds.
