Deon - they are place holders which don't lead anywhere, same page anchors which simply point to themselves, a method used by developers when building a page when the address of the page the link points to is not yet known. The intent being that they go back and enter the final destination at a later stage. As far as your screenreader is concerned they work perfectly, clicking the link jumps you to the place the link points to, in this case back to exactly the same place. But as far as the user is concerned altogether more confusing.
