I think I've got this right when I say that, with Window-Eyes at
least, when this download permission box appears you press alt-N and
then space bar.  This brings up a menu where you can choose to allow
the download if you want to.  Cannot recall quite what the other
choices are just now, but one may be to allow for the particular page
or download, the other might be info on risks and how to decide to
allow or not.    (The above procedure is what I did when this new
pop-up box was presented to me a week or two ago, since when I've not
been troubled with it.)

Of course Douglas's solution is one way round this but I much prefer
to go to update every Wednesday and choose for myself.

Peter, I wasted a lot of time yesterday over  the same problem.  It
wanted to install anActive
X control before letting me go ahead and (using Hal) I could not get
to the Information Bar
to allow it.

I got round the problem by enabling Automatic Updates in the Coch as vacation mode, click on the
