[access-uk] Windows firewall?

Hi,
can anyone tell me how this sp2 firewall works?  I know it suppose to stop 
incoming connection, what about outgoing connections?  Does it suppose to alert 
the user such and such application is trying to connect to such and such 
address?  If so, can anyone tell me where I can find them please?
